The four councils, as waste planning authorities, are preparing a Joint Waste Core Strategy Development Plan that will guide the future provision of strategic waste management facilities and provide a framework for the preparation of local waste planning policies. Unlike the Joint Waste Strategy which is only concerned with residual municipal waste, the Development Plan is concerned with all waste including that generated by commerce, business and industry. We have already commissioned studies that are :
- reviewing what we currently do, and how much waste we expect to see in the future.
- reviewing technologies and options for municipal waste treatment;
- carrying out a site search and assessment and identifying possible locations for facilities; and
- developing land use criteria for the location of strategic waste management facilities.
The Issues and Options Consultation Phase 2 (link) helped us to understand what the key planning priorities are for our stakeholders and residents. Briefly these are :
- more to be done to promote waste reduction, reuse and recycling;
- greater attention to be given to climate change and carbon emissions, and to reduce flood risk;
- reducing the distance that waste is transported; and
- making greater provision for small and local facilities.
