Expression of Interest (EoI)

The Unitary Authorities of Bristol, South Gloucestershire and North Somerset have jointly submitted an Expression of Interest (EoI) to the DEFRA Waste Infrastructure Delivery Programme (WIDP) for Private Finance Initiative credits. This is to support the implementation of Phase Three of their Joint Waste Strategy.

A three partner authority group (North Somerset, South Gloucestershire and Bristol) will be procuring a 160,000 tonnes per annum facility to treat residual waste, through the government’s Private Finance Initiative.  They consider that Energy from Waste (EfW) should be used as a benchmark or ‘reference’ project with which to measure any facility proposed by the waste industry.  The tender documents will not specify any particular technology, although the successful bidder should be able to offer heat and power generation and must meet the need to avoid LATS fines in the period up to 2020 as well as fulfilling a wide range of criteria that have been established through a rigorous technical options appraisal process.  The aim is to be operational by 2015.

If the three West of England authorities are successful in gaining Defra approval to the EoI and decide to proceed, an Outline Business Case will be submitted in October 2008.

The copy of the Expression of Interest which has been submitted to Defra in support of the procurement of future waste management facilities under Phase 3 of the West of England Waste Management and Planning Partnership Joint Draft Waste Strategy has been considered by a BCC Data Protection Officer in the light of an FOI request.

We have identified that some exceptions under the Environmental Information Regulations 2004 are engaged in relation to specific parts of the document.  These are appropriately identified within the document.

It is considered that Regulation 12(4)(d) - "material which is still in the course of completion, to unfinished documents or to incomplete data" and Regulation 12(4)(e) "internal communications", are engaged in relation to the following sections: 1.8.1, 7.4.4, 7.4.5, Table 8.2, 8.2.6, 8.2.7, parts of Appendix 2 and Appendix 3.
